Towards the end of commissioning the deciding question arises: does the plant perform as per the tag plate? Hopefully yes – but stop, hopefully? NO, it should not be that way and is not the way we do it. Commissioning of an industrial installation needs to be carried out through proper planning in order to be a deemed success. It is not solely important for the installation to correlate with the numbers of the nameplate but it is also that the installation is:

• On time
• On budget
• Properly documented

The key factor of an efficient commissioning is the early involvement of a qualified commissioning planner. The earlier in the project the commissioning team is involved, the lower the chances of delays or failures. The involvement of the commissioning team from the early stages of the project reduces the risk for delays or problems during the planning. An important part of the commissioning includes the hand over documentation, which takes time and can’t be rushed at the end of the project. This process is complex and should not be reserved for the later stages of the project. This critical step is an important factor of a successful hand over. Therefore it is important that the plant owner or construction company engage a commissioning leader during the early stages of the project.
Best time is prior risk assessment (e.g. HAZOP).
